Our firm was formed by Martin H. Kanipe, Jr., CPCU, ASLI, in 1993. Professional Governmental Underwriters, LLC is “The Authority” meaning we are dedicated professionals with expertise in evaluating and providing coverage programs for Public Officials Legal Liability, Police Professional Liability and Educators Legal Liability. This makes us uniquely qualified and different from other companies as we solely dedicate our efforts to the Public and Educational Entity space.
We have over 30 years of expertise in focusing entirely on addressing the professional liability insurance needs of this niche.

What We Do
Professional Governmental Underwriters, LLC is a Program Administrator with in-house underwriting authority specializing in professional liability insurance for the Public Entity and Educational Entity sectors.
We have a consultative approach to evaluating the coverage needs of the insured. PGU works with a national network of agents to provide the best terms and conditions.
The specialized insurance program that is put into place is just the beginning of the service we provide. Outlined below are key components that make up our programs:
- AXA XL is our long-term carrier partner, and they have an A+ AM Best rating.
- The claim adjusters’ expertise is unmatched as they are all attorneys.
- Coverage is offered on both an Admitted and Non-Admitted basis.
- $5 Million in limits are available on a Primary or an Excess basis.
