Professional Governmental Underwriters, LLC (PGU) was established in 1993 by Martin H. Kanipe, CPCU, ASLI, as a Program Administrator with in-house underwriting authority specializing in Professional Liability insurance solutions for the Public and Educational Entity sectors. Headquartered in Richmond, Virginia, PGU maintains a substantial nationwide book of business distributed through an extensive network of licensed insurance producers.

For over 30 years, our experienced team has been providing coverage programs for Public and Educational entities. We currently offer Public Officials & Employment Practices Liability, Police Professional Liability, and Educators Legal & Employment Practices Liability policies across a wide range of eligible risk classes.

Our consultative underwriting approach aims to provide each client with a carefully assessed insurance solution. Every policy we deliver is backed by the highest service standards, ensuring clients receive appropriate terms & conditions while being guided through the entire process by a knowledgeable product specialist. Depending on the state and product line, our coverage is offered on both an Admitted and Non-Admitted basis. We proudly write on A+ (AM Best) rated paper, with capacity available up to $5 million, either on lead positions or excess layers at various attachment points.
